本研究の目的は、1950年代後半から1960年代前半にかけての米国の宇宙政策を分析することを通して、宇宙空間の利用をめぐる国際秩序の基礎が形づくられていく過程を明らかにすることである。初年度である2022年度は、研究の基盤を構築するため、上記の研究目的に沿って、関連する文献および資料（既刊資料集を含む）の収集と精査を進めた。また、1950年代のアイゼンハワー政権期における宇宙政策については、過去に米国の国立公文書館や国家航空宇宙局（NASA）において渉猟した史料も改めて整理しなおしながら検討を進めた。新型コロナウイルス感染拡大の影響もあり、当初計画していた米国での資料（史料）調査は実施することができなかったが、国内において国立国会図書館や外務省外交史料館などで資料調査を実施した他、米国国務省が編纂するForeign Relations of the United StatesやNASAの歴史室が刊行しているExploring the Unknownといった既刊資料集、米国国家安全保障アーカイブのデータベース（Digital National Security Archive）等を用いて必要な資料を収集するとともに、過去に入手していた資料とも合わせて整理・検討を進めた。2022年度においては、特に1950年代のアイゼンハワー政権期を対象に宇宙空間の平和利用と軍事利用をめぐる政策の形成過程を辿りつつ、それらが米国の対ソ政策や冷戦戦略といかに関連していたのかという点について、新たに入手した関連文献や資料なども用いながら再検討を行った。また、こうした検討の成果も盛り込みながら、2023年3月にはアイゼンハワー政権期における米国の宇宙政策の展開を描いた書籍『冷戦とアイゼンハワー政権の宇宙政策』（日本評論社）を出版した。

The purpose of this study is to analyze the evolution of the U.S. space policy from the second half of the 1950s to the first half of the 1960s, and to clarify the evolution of the foundations of the international order. In the first year of 2020, the research base was constructed, and the research objectives were recorded. The collection and refinement of related literature and data (including existing data sets) were carried out. In the 1950s, the United States National Public Library and the National Aeronautics and Space Administration (NASA) organized and revised historical materials. The impact of the new type of infection is great. The original plan is to investigate the data (historical data) of the United States. The National Congress Library of China and the Foreign Affairs Historical Museum of the Ministry of Foreign Affairs of the United States conduct the data investigation. The Foreign Relations of the United States and the History Office of NASA are published. National Security Archive (Digital National Security Archive), etc. In the year 2022, the government of the 1950s and the government of the 1950s will focus on the development of policies for the peaceful and military use of outer space, and on the development of policies for the peaceful use of outer space. In March 2023, the book "Cold War" was published.
