2021年度の最大の成果はサーベイ調査を実施できたことである。研究分担者と検討を重ねて調査票を完成させた後、調査対象地である宮城県南三陸町、女川町、山元町に選挙人名簿の閲覧申請を行い、夏季休業期間に各自治体の選挙管理委員会で調査対象者のサンプリング（南三陸1000人，女川800人，山元1000人）を行った。10月～11月の期間に自記式、郵送法で調査を実施し、計1234票の回答を得た（回答不能表、不着票を除いた有効回収率45.9％）。回収票のデータチェックを行った後、調査会社にデータ入力を依頼し、年末にデータセットを入手した。年明けからデータの分析に入り、単純集計結果の自治体間比較をとりまとめた速報版の報告書を刊行した。回答者のうち約200名から報告書の希望があり、約70名からヒアリング調査への協力が得られた。そこで報告書を郵送するとともに、春期休業期間に女川町と南三陸町で計2回ヒアリング調査を実施した。サーベイ調査で得られた主な知見は以下のようなものである。全体として、震災後に世帯が顕著に縮小し（特に多世代同居世帯の減少）、コミュニティの分解が進んだ。自治体別にみると、南三陸町は土着的な地域的つながりが最も豊かであるが、生活環境条件（特に公共交通、買物の便）が著しく悪化した。女川町は公共サービスは比較的維持されているが、世帯の縮小や地域活動の停滞が最も著しく、中心部と浜の復興格差が大きい。山元町は住民の生活構造が流動的であるが、生活環境条件に関しては震災前よりもむしろ改善した（特に公共交通、買物の便）。これらの知見は3月の震災問題研究会で速報的に報告した。

The biggest achievement in 2021 is the implementation of the survey. After the completion of the survey, the application for viewing the election directory of the survey targets in Minamisanriku, Onagawa, and Yamamoto, Miyagi Prefecture, and the selection of the survey targets (Minamisanriku 1000, Onagawa 800, Yamamoto 1000) by the election management committees of the autonomous regions during the summer holidays were carried out. From October to November, the survey of self-recording method and mail method was carried out, and 1234 votes were answered (the answer rate was 45.9%). After the return of the invoice, the investigation team started to pay attention to the issue at the end of the year. A report on the inter-entity comparison of pure set results was published in 2010. About 200 respondents reported their hopes, and about 70 respondents reported their cooperation. The report was sent to the Ministry of Commerce and Industry during the spring holiday period. The investigation was carried out in the following ways: The whole world is shrinking after the earthquake (especially the reduction of multi-generation cohabitation), and the decomposition of the earthquake is advancing. Local government, Minamisanriku, and indigenous areas, living conditions (especially public transportation and shopping) Onagawa Town is a city where public services are maintained, the world is reduced, regional activities are stagnant, and the central part of the city is recovering.
