项目摘要

2022年度は、海外における行政施策にデザインがどの程度関与しているのかをヒアリングと現地視察を通じて検証した。調査対象にしては、米国オレゴン州ポートランド市と、インドネシア国ジャカルタ市周辺とした。まずポートランド市については、魅力ある都市開発の事例として一時期話題になり、日本の地方自治体から数多く視察団が訪れた都市である。今回はポートランド州立大学ハットフィールド行政学部学部長に取材を実施した。その結果、ポートランド市でも地方自治体などの行政組織が直接デザイナーを雇用するケースは皆無で、民間のデザイン会社に委託の形式で実施されていることが判明した。またオレゴン州政府も同様で、雇用されているデザイナーは皆無であるということが判明した。そのため、都市景観などの管理や再開発は、市の経済状況に左右されることが多く、コロナ禍で観光産業等が不調になったため、落書きなどが増加してしまい、治安も悪化していることがわかってきた。いっぽうインドネシア国ジャカルタ市周辺については、現地の経済研究所「ERIA」で文献検索および現地駐在の日本人研究者への取材を実施した。その結果、インドネシアに限らずASEAN諸国で行政組織にデザイナーが雇用されているという例は現段階では確認されていないとのことであった。しかしジャカルタ市は2024年から首都機能を移転し、同時に2050年には水没の危険があるという問題に対処するため、今後、大規模な都市開発をする必要に迫られている。デザイナーや建築家が行政組織に雇用されることの潜在的なメリットは大きいと思われるが、これまでのようにODAなどによる他国資本に依存した開発手法を今後もとる場合は、デザイナーが独自に雇用されることは考えにくい、とのことであった。
