项目摘要

自治体などの公共組織の情報化においては,民間企業とは異なり,競争力の向上などを説明とする枠組みがなく固有のモデルが必要とされる.一方,都市自治体の職員1人あたり機器台数は数百倍もの開きがあり,何かその差異を生みだしているかは情報化施策上重要である.この差異を説明するための枠組みとして,それぞれの組織の情報化の履歴に着目し,機器導入台数の拡大パターンを分析した.情報機器として汎用機,パソコン,ワープロを対象として,1984年から1993年まで全国673市の各年の導入台数の時系列分析を行い,どの機器の導入がそれ以後の情報化拡大に寄与しているのかを検定した.その結果,(1)自治体の規模によって導入拡大につながる機器の種類が異なること,(2)情報化が本格化してからの「段階」に応じてそれ以後の情報化の進展に影響を与える機器が推移してゆくこと,(3)情報化の進展は履歴性が一般的に見られ,全体の9割弱の市において経路依存性が存在すること,を示した.経路依存性の影響の大きさは同じ時期の財政状況の影響を大きく上回り,自治体における情報化は段階的な発展を踏まえて進むことを定量的に実証した.これにより市自治体の情報化進展は,組織内への利用技術の蓄積が規定する部分が大きく,長期的政策として取り組むべきことを示した.
