项目摘要

本研究の目的は、戦前日本の師範学校附属小学校において「劣等児」等のための「特別学級」が具体的にどのように成立したのかを、通常学級との関係性に留意しつつ明らかにすることである。師範附小は「特別学級」が初めて全国的に広がりをもって設置された場であり、その後の「特別学級」のありようを方向づけたと考えられるため、成立過程を具体的に明らかにすることは重要である。こうした意識のもと、本年度は師範附小に対して「特別学級」の設置を促した1907年の文部省訓令第６号に焦点をあて、文部省による一連の「特別学級」設置奨励施策の実態を明らかにすることを目指した。具体的な研究の手続きとしては、名古屋市市政資料館、岐阜県立図書館、福岡県議会図書室、宮崎県文書センター、千葉立中央図書館、千葉県議会図書室、国立国会図書館本館、東京都立中央図書館にて資料調査を実施、各師範附小において「特別学級」の設置を可能にした人的基盤と財政的基盤を明らかにし得る資料を収集したことが挙げられる。その成果として、文部省は訓令を出した後の全国師範学校長会議と師範学校中学校高等女学校教員等夏期講習会を通して師範附小に「特別学級」設置の準備をさせたこと、および師範附小は経費増を伴わない形で「特別学級」を設置したことを明らかにした。さらにこれらの内容をまとめた論文「一九〇七年文部省訓令第六号による特別学級設置奨励の意義」が『日本教育史研究』第41号に掲載された。
