项目摘要

本研究は「人的連続性」という新たな視点から体制変動を分析し、それを規定する要因とその影響を明らかにすることが目的である。人的連続性とは、体制変動前に政治権力を握っていた国会議員の内、体制変動後も権力を保持し続ける議員の程度を指す。先行研究では体制変動は制度や政策（ルール）に断絶をもたらすと指摘される一方で、政治を動かす構成員（プレイヤー）については看過されてきた。しかし、ルールが変わってもプレイヤーが変わるとは限らない。またその場合には政策面での変化も限定的になると考えられる。以上の問題意識から、①どのような場合に人的連続性があるのか（人的連続性を従属変数に設定）、②人的連続性はその後の政治にどのような影響を与えるのか（人的連続性を独立変数に設定）という二つの段階に分け、それぞれの問いに対する仮説構築と計量分析及び事例分析による実証を試みる。令和3年度は、本研究プロジェクトの最終年度に当たる。研究成果としては、第一に、因果メカニズムの実証を目的としたインドネシアの事例分析である。令和3年度は新型コロナウイルス感染症拡大に伴う海外渡航の制限により渡航が困難であったことから、国内の資料室及び現地の研究機関からの郵送によって一部の資料を入手した。繰越後には、それらの資料を用いて事例分析を行い、理論部の精緻化と合わせてペーパーの執筆を進めた。これについては、現在査読付きジャーナルに投稿中である。第二に、昨年度までに投稿済みとなっていた論文を掲載まで持っていくための作業に取り組んだ。２本の掲載が決まった一方で、残りは査読の状態が続いているため、理論の精緻化や実証部の充足化など引き続き加筆修正を行う予定である。
