项目摘要

(１)ロシアの国民統合政策の変遷を検討した。90年代初頭には「多民族からなる人民」をまとめうる概念として、「ロシア・ネイション(российская нация)」という西欧型市民的ネイションの発想を範としたものが考案されたが、2000年代後半になるとロシア民族主義が高まり、さらに2010年代初頭には反政府運動と結託するようになった。その後、2012年大統領選挙前夜には、ロシアと西欧諸国との差異に加えて、ロシア民族およびロシア語を含むロシア民族文化の統合的役割を強調する「文明国家(государство-цивилизация)」という統合理念が採用された。なお、この概念は部分的にロシア民族主義と重なり合うが、国内に向けては非ロシア系諸民族を包摂する役割を担っており、排外的概念ではない。しかし、ロシア語とロシア民族文化に基づく非常に濃い言語的文化的共通性が念頭に置かれるため、国内非ロシア系諸民族の文化的独自性は積極的に承認されづらくなる。さらに、同概念が、既存の国家の枠組みを超える「文明」という枠組みに基づいている点も重要である。これは、現在も続くロシアによるウクライナ侵攻の重要な思想的背景となっていると考えられる。(2)ロシアにおける言語政策の変遷について検討した。90年代は、中央ー地方関係の遠心化の影響もあり、共和国側が共和国国家語による教育を筆頭に、独自の教育カリキュラムを行う余地があった。しかし、2000年代の急激な中央集権化に伴って共和国側の権限が縮小していくと、共和国国家語による/の教育も縮減していった。さらに、2012年以降は、上で触れた「ロシア＝文明国家」という統合理念がされたことも相まってロシア語による/の教育が強化された。その結果、2018年教育法改正に代表されるように、共和国国家語による教育は衰退の一途をたどっている。
