本研究は、近代以降の京都における風致施策の歴史的展開に着目し、具体的な事例の調査を通じて、風致景観の形成・管理の実態を明らかにすることを目的としている。令和2年度においては、風致地区内の許可申請書類を分析資料として、山裾部の宅地造成における12の景観形成・誘導の方法と5つの類型を明らかにし、昭和初期から現行制度の許可基準以上に厳格な風致地区制度の運用がなされていたことを示した。また、風致地区指定以前の風致施策について、風致維持上特に重要な位置を占めた東山を対象地として、遊覧開発計画の具体的な内容や京都府の対応を明らかにした。上記の成果を、土木学会論文集D1（景観・デザイン）、都市計画論文集において発表した。令和3年度においては、大正期以降の都市近郊の山地（比叡山・愛宕山・稲荷山）における鋼索鉄道の形成過程と京都府の対応について、①開発許可の手続き、②眺望景観の評価手法、③風致維持の方策、④風致保全の理念、の4つの観点から明らかにした。また、昭和10年の京都大水害後の鴨川改修について、複数の新聞資料の横断的な調査から、近代治水と風致を両立した中流断面の設計や、沿岸地区の意見を踏まえた水辺空間の設計の経緯について詳細に明らかにした。さらに、京都市風致審議会の議事録を資料として、戦後高度成長期における景観保全施策の継承の要因を個別案件の議論を含めて明らかにし、風致審議会の果たした役割について考察した。上記の成果の一部を、土木学会論文集D1（景観・デザイン）、D2（土木史）に投稿し、発表予定である。以上の研究成果を、博士論文にとりまとめた。
