项目摘要

2022年度は、住民組織が路地を封鎖するために設置する簡易的な門（路地バリア）に関するデータ収集に取り組んだ。OSM（OpenStreetMap）のタグ「barrier」に路地バリアの位置情報が多く記録されているため、各タグ位置に対応するGoogleストリートビューの画像を目視で検証する作業を行なった。本作業の実施にあたっては、インドネシア大学政治社会科学部の協力を仰ぎ、①居住空間にあるバリアとそうでないものの区別、②形状的特徴や型の識別、③関連変数の追加、という三点に着目した。具体的には、対象の設置様式の実態に関する予備調査（60地域）を踏まえた上で、画像分類タスクの作成と実行を行い(8-11月)、その後も不良データの確認・修正を目的とした現地調査（約2000地点）を行った。これにより、ジャカルタ全域規模の路地バリアの空間的分布を個体単位で網羅できるデータベースを構築した(N=11871)。結果、住民組織のおよそ８割が路地バリアを有していることが明らかになった。路地バリアの出現率が高い地域では、平均的な地域と比べて、人的労働に頼った警備活動や防犯装置の発見率が低く、部外者との接触を極力避ける方法で住環境の安全対策が実現される傾向が明らかとなった。本年度の調査から、住民組織の大半が、路地バリアによって閉ざされたコミュニティ空間を形成し管理することに努めていることが分かった。これは、人口流入や住環境の過密化に伴い都市全域で犯罪や騒音、渋滞などに対する社会不安が増加した結果であり、現代のジャカルタでは、安全やプライバシーに対する需要が普遍化しつつあることを意味する。一方で、従来、住民組織は、警察との連携や見回り組・警備員の組織化を治安維持活動として実施してきた。地域社会のつながりを活かした防犯対策の機能が弱体化した結果、路地バリアが普及したとも考えられるため、今後の研究で検討したい。

In 2022, the residents 'organizations set up a simple gate for road closure. The spatial distribution of these data sets on a global scale is based on individual data sets (N=11871). As a result, the residents 'organizations are divided into eight groups. The occurrence rate of road traffic accidents is high in the region, average in the region, low in the human traffic accidents, low in the detection rate of anti-crime devices, and low in the contact accidents. This year's survey shows that most of the people's organizations are working hard to create a better environment. As a result, the influx of population and the over-densification of the living environment have led to increased social unrest caused by crime, noise and stagnation throughout the city.
