本研究は、博物館や公立文化施設の専門人材の確保という観点から、その業務遂行上の問題の解決を目指すものであり、同時に施設利用者である市民にとっての不利益の解消にもつなげるものである。今日、専門人材を必要とする文化施設が指定管理者制度において直面している大きな問題を、「公益性と営利の二律背反（不安定・低賃金の雇用）」「業務の継続性・連続性の不確実（長期的企画の立案や人材育成の困難）」の2つと考え、その解決のための方策を考察し、文化施設が専門人材を活用して高い専門性を発揮しうる道を探り出すことを目指している。博物館や公立文化施設などの創造的な活動を行う文化施設には、施設（facility）と機関（institute）の二面の性格があるという先行研究を踏まえ、現状において全国の博物館や公立文化施設がどのように指定管理者制度と専門性の折り合いをつけているかを調査し、この制度の本来の趣旨から外れることなく、持続的に運用しうるシステムを検討し、提案することを研究の目的としている。調査研究の実施内容は概ね以下のとおりである。①博物館における学芸員、劇場・音楽堂等における企画・制作スタッフの雇用の実態を、施設運営者と設置自治体の双方を対象に調査する。②専門人材活用における指定管理者制度運用上の問題点と、問題解決の試みを整理・分析する。③博物館と劇場・音楽堂等を比較対照しつつ、それぞれに有用な問題解決方法を考察する。当該年度は3年次に当たるが、初年次・2年次に全国の公立博物館・美術館・資料館等へのアンケート調査を実施したのに続き、劇場・音楽堂における企画制作スタッフの所属と雇用状況、所管の行政機関との関係、現在の運営上の問題などを情報収集した。

The survey was conducted on the following topics: (1) Investigation of the employment status of the planning and production of museums, theaters, music halls, etc., as well as the establishment of local governments. (2) Problems and problems in the application of designated managers in the use of talents, and the attempt to solve them. 3. Museums, theaters, music halls, etc. are compared with each other, and useful problem solving methods are examined. In the third year, the first year, and the second year, the survey of public museums, art galleries, and data centers nationwide was carried out, and information was collected on the employment status of the project production site, the relationship between the administrative agencies under management, and the current operational problems.
