文化活動を経済的に評価する方法の欠如が、使いにくく没個性的な施設整備の一因となってきた。本研究では、住民がある活動施設における文化活動に高い価値を見出しているがゆえに、長い移動時間をかけてその施設にくると考え、交通移動時間の長さをもとに文化活動の魅力度と経済評価額を求めることを考える。上述の目的を達成するため、次のような内容の研究を実施した。1.サービスの取引価格と需要が直接観測できない場合に、交通費用などの別の市場の価格を用いて需要曲線を推定する「代替市場法」が開発され、欧米における適用が進められている。それらの事例をレビューした結果、交通費用法の応用性は広いが、政策誘導バイアスが起こりやすいことがわかった。2.バイアスの除去方法に関する研究を実施した。既存の代表的な方法では交通費用として直接の金銭的費用と間接の時間的費用を取り入れることが多い。この場合、利用率の違いをすべて交通費用によるものと仮定すると、勤務時間などの制約の影響が支配的な場合には過小評価になる危険性がある。そのため、アンケート中で当該の行動以外の活動に関する時間の利用についても尋ねることにより政策誘導バイアスを発生させにくくするとともに、時間制約の影響を分離し、バイアスを除去する方法を考察した。3.ある活動に初めて参加する者と、継続的に参加する者とでは施設の評価額は大きく異なると考えられる。実際のアンケート結果からこの違いを確認するとともに、それらを考慮した施設整備効果の計測方法を提案した。以上のことより、移動時間と費用をもとに信頼性の高い評価額を算出する方法の開発に寄与した。
