2022年10月2日に大阪商業大学梅田サテライトで開催された中国現代史研究会秋季研究集会において、「戦後国共内戦期の『革命』と建国・政権構想－土地改革・人民政治協商会議・人民代表大会」と題する発表を行なった（単独発表）。この研究発表の概容は以下のとおりである。1948年以降、中国共産党は新国家をどのように成立させるかという建国構想に着手した。中華人民共和国の成立に当たって採択された共同綱領は、将来的に普通選挙を実施し各級人民代表大会を開いて各級政府を組織することを約束していたが、それには土地改革の完成が条件になっていた。普通選挙は土地改革によって「地主・旧富農」の権力基盤が徹底的に破壊され、「人民」が基層社会において権力を完全に奪取してから、その革命の成果を固定するために行われるものであった。このような構想は、国共内戦末期に共産党支配地域で現実化した統治体制と共通性を持っていた。1948年春以降、村レベルで農民代表会が選出され、農民代表会を基盤として組織された区・県代表会が権力機関となったが、この農民代表会の中核を担った中農は、中国土地法大綱下で闘争を担い土地を獲得して階層上昇を遂げた「新中農」、すなわち元「貧雇農」であった。農民代表会は統一戦線的な組織ではなく土地改革という革命の結果を固定するための組織であった。このような内戦最末期の支配体制の構造と人民代表大会との共通性から考えると、人民政治協商会議の開催と共同綱領の決議について新たに位置づけなおす必要が生じる。人民政治協商会議と共同綱領は、新国家が統一戦線的に構成され統一戦線的に運営されることを示すことを目的として設置・決定されたのではなく、「全人民の支持」を標榜して国家と政府の正統性を調達するために設置された。1949年10月の人民共和国の樹立は、共産党にとってあくまで長い中国革命の通過点に過ぎなかった。以上である。
