本課題は日本の都道府県パネルデータとアメリカの州パネルデータを使って、人口高齢化によって高齢者の政治的影響力が増す地域で、投資的政府支出が削減されていないか、企業負担を増大させ、成長を阻害するような課税や規制が行われていないかを検証することを目的としている。日米のデータを使い、両国についての推定結果を比較することで、制度的要因の影響を明らかにすることができる。2021年度には、研究成果を英文書籍The Political Economy of Population Aging: Japan and the United Statesとして刊行したが、2022年度は、英文書籍の内容に新たな分析結果、主要な地方財政理論の紹介、日本の地域政策の変遷の解説を加えて、日本語版の書籍を発行するための執筆作業を主に行った。特に、地域の人口高齢化が法人税収、最低賃金に与える影響について実証分析を行い、人口高齢化が企業負担に与えている影響を明らかにしたことが、2022年度の主要な成果である。法人税増税による企業負担の増加は、雇用削減、賃金低下を通して人手不足を招く可能性がある。また、企業利潤の低下は株式価値を低下させ、企業の立地変更、地域経済の停滞を招けば不動産価値の低下につながる。他世代に比べて資産を多く保有する高齢者は、このような法人税増税の間接的影響を強く受ける。一方、最低賃金引き上げも企業にとっては負担の増加となるが、低賃金で働く高齢者が増えている日本では、アメリカと異なり、また、法人税に関する推定結果とも異なり、人口高齢化が最低賃金の引き上げにつながっていることが明らかになった。このような分析結果は、人口高齢化の影響を考えるとき、税負担の転嫁、国によって異なる高齢者雇用政策の影響まで、視野に入れる必要があることを示唆している。
