项目摘要

1950年代初頭から1963年にかけてイタリアは急速な経済成長＝「奇跡の成長」を経験し、1958年にはヨーロッパ主要国とともに通貨の対外的交換性の回復に踏み切った。この時期にイタリアはブレトンウッズ体制とヨーロッパ統合プロセスとに参加し、国内の経済問題は国際協調の場においても検討され議論された。本研究では、同時期のイタリアにとって最重要な政治・経済課題であった南北の地域格差問題(「南部問題」)を、国際通貨・貿易体制の再建と資本市場の復活というグローバル化の文脈の中に位置づけ、歴史実証的に解明することで、戦後の国際協調体制が、加盟国のマクロ経済政策とりわけ地域開発政策にどのような制約や影響を与えたかを検証する。 2022年度は、1963年後半～1964年前半にイタリアの国際収支が赤字転化した「国際収支危機」に着目し，１）経常収支の赤字国はどのような政策対応が求められたか，２）通貨危機に国際協調システムはどう機能したか，３）安定化政策の内容と効果を検証した。その結果，固定相場制下で経常収支赤字国は成長を犠牲にしても国際収支の均衡回復のための財政・価格・所得の包括的措置を優先するよう求められたこと（「赤字国責任」）．その一方で，通貨危機に対応する国際通貨協力システムの重要性が提起され．継続的な情報共有や，専門家による定期検査，危機時には即座のファシリティ提供に向けた国際協調システムの構築につながったことを明らかにした。この成果はWorld Economic History Congress世界大会で報告した。また，前年度までに検証を進めてきた南部開発の史的展開と公企業部門の果たした役割についてディスカッションペーパーを公刊した。

From the early 1950s to 1963, rapid economic growth was achieved, and from 1958, the main country and the exchange of foreign currency were restored. This is the first time that the United States has been involved in international cooperation. This study focuses on the most important political and economic issues of the same period, the North-South regional gap problem (the "Southern Problem"), the reconstruction of the international currency and trade system, the revival of the capital market, the location of the cultural context, the historical evidence, and the future international coordination system. The policy of joining the WTO and the policy of regional development From the second half of 1963 to the first half of 1964, the deficit reduction of international expenditure in 2022 was the focus of the "international expenditure crisis," 1) the deficit reduction of regular expenditure, 2) the function of international coordination in the currency crisis, 3) the content and effect of stabilization policies. As a result, under the fixed-phase system, the deficit country will continue to grow and recover from the balance of international expenditure. On the one hand, the importance of international currency cooperation in the face of currency crisis is emphasized. The comprehensive information is shared and regularly reviewed by all parties. It is clear that in times of crisis, the on-site information is provided and the international coordination system is constructed. The results of the World Economic History Congress were reported. In the past year, the development of the Southern Development History and the results of the corporate sector have been published.
