项目摘要

当該研究では、全体系が33本の式で解決される中規模の一般均衡(CGIE)モデルが定式化された。こそでは、基礎的なマクロ経済学の三面等価の恒等式が存在するのと同様に、異時点間の三面等価の恒等式が最終的に成り立った。つまり異時点間全体の付加価値が、同じく異時点間の消費、投資、政府支出、(輸出-輸入)の合計に等しくなる。特徴的なことは、自由化による輸入の恩恵分が(政府を介さない)ランプサムの所得移転分として明示的に三面等価の式に反映されたことである。Mercenier, et al. (1992)が示唆していたモデルは、消費Cと投資Iのみを内生変数とする体系にモデル全体を変換し得たが、当該研究ではCとIさらに人口のNを加えた3つの内政変数を集約し得る体系となった。代替の弾力性、関数関連のパラメータに現実的なデータを与え、計画年度の初期値の総ての価格体系を所与とし、均衡値として現実に存在していると考えられる初年度のストック価格を現在割引価値として再現できるような減耗率の候補を集束計算により探索し、さらにそのもとで、異時点間の効用の最大化及び、企業利潤の現在割引価値の最大化を実現するようなt=1,2,…∞をの組み合わせの経路(唯一ではないが)を探索するといった形成手法が解法として現実的であった。モデル構築自体に重点が置かれた当該研究は、自由化の恩恵あるいはその不利益分を消費者の所得に対してランプサムの形で加算されることができ、そのため厚生変化の分析が容易で、貿易政策変更の比較分析ツールとしてかなり有効な設定であった。また、財需給、土地利用の変化に関し経年データの擬似的実験を行うことを目的として、「ある目標年次までに貿易均衡が達成する場合を想定」して、将来訪れる完全自由化のシナリオが土地利用に与える影響の具体的な検証、評価に十分耐え得るモデルを構築することができたと確信している。
