项目摘要

本研究は、「大陸型」として分類されている福祉国家のなかで、ドイツとオランダのそれぞれの福祉国家の特徴を明らかにすることを目的としている。特に注目するのは、大陸型に共通するといわれる国と民間非営利団体の関係であり、近代以降に大陸で発展を見た民間非営利団体と国家の関係が、第二次世界大戦後に福祉国家が整備される過程で社会保障制度の公私関係にどのように引き継がれたのか、そしてそれらが如何なる変転を経て現代の福祉国家のシステムに引き継がれてきているのか―という問いを立て研究を進めている。当初の研究計画では、令和4年度は、ドイツとオランダにおいてヒヤリング調査を行い、そこから導き出される近年の福祉国家改革の課題を多角的に捉えて、その特徴を詳らかにする予定であった。しかし、本年度も新型コロナウイルスの感染が継続した状況に加えて、ロシアのウクライナ侵攻により、欧州への渡航がさらに困難となったため、ひとまず渡航を延期して、継続的にオンライン研究会を開催して、文献研究に専念した。具体的には、ドイツとオランダの最近の福祉行政の地方分権化に焦点を当て、これまでの伝統的な公私関係の変化や、新たな公私の役割分担について検討を加えた。つまり、もともと「民間非営利団体」が中心となって発展をみた両国における「民営化」とは、どのような意味を持つものなのか、また最近の「民営化」が、単に緊縮財政の下で行われる「民（間）営（利）化」とどのように異なるのか、という点などについて、研究会で議論を行い、現地で実施する民間非営利団体や研究者へのヒヤリング調査の枠組みについて検討を重ねた。
