2022年度は、子どものいる世帯に対する金融的手法を用いた政策介入の展開について検討した。第一に、現行の制度を横断的・包括的に把握し、複数の現金給付事業やサービス給付があるだけでなく、生活福祉資金や母子寡婦父子福祉貸付等の福祉系列の貸付、そして、近年増加した後期中等教育以降の貸付（給付型含む）の教育系列の貸付に注目した。総体的にとらえると、当該世帯が利用できる制度が増え、社会的投資策に相当する事業の形成もみてとれるものの、比較的小規模の事業が増加し、自治体レベルでは主管・窓口、利用条件、期間、申請手続きなどが複雑化していることが分かった。このような状況において、制度運用局面では異なる部署同士の連携・協働がますます重要になる。そのために、各部局の援助者は担当する事業だけでなく他の部署が所管する関連事業の知識・動向についても学習し一定程度以上理解することが前提となる。一方で、世帯側においても、それらの事業の多くが申請主義による給付・サービスとなっている以上、世帯（親・子等）自身の制度学習や理解、諸般の手続きを引き受けることを要請している。それらは、援助者・世帯双方にとっての手続き負担の増加となっていることも推測される。第二に、家計改善支援事業が個人の自由・自律に抵触することになるかどうかを、その制度設計の特質から改めて検討をした。家計相談支援事業と家計改善支援事業それぞれの制度設計に限ってみれば、その利用に対する積極的な条件付けはみられず、サービスからの退出（利用しない選択）によって付加的に失うものもない。この意味で、当該事業が個人の自由・自律に抵触する設計になっているとは言い難い。一方、判断能力が十分ではない人々の家計改善支援は他事業との関係でさらに検討を進める必要がある。
