项目摘要

本研究は、皆年金体制とは何か、それが日本の福祉国家体制の形成にどのように影響したかを明らかにするために、皆年金体制の基盤である国民年金について、歴史、財政、理論に区分して分析するものである。本研究は、これまで代表研究者と分担研究者3名、研究協力者1名とで国民年金研究会を開催し、そこで報告された内容について相互に議論を重ねながら進めてきている。2022年度は分担研究者1名を追加し、研究体制を強化することができた。5月には、研究会をオンラインで開催し、年度内の国際学会での報告を予定して、その内容を検討した。具体的には、9月に開催予定の日中韓社会保障論壇で、社会保険文庫にある国民年金関係の資料や本研究プロジェクトの全体像を紹介することを検討した。しかし、単に紹介に止まってしまう可能性が懸念されたため、次の研究会までに内容を再検討することとした。その後は、諸事情により代表研究者と分担研究者の予定を合わせることができなかったため、結局、2022年度の研究会は、上記の1回のみの開催となってしまった。また、これまで継続してきた読書会は1回も開催できなかった。研究会にはこのような反省点があるが、各研究者によって個別には、歴史分析として、社会保険文庫の資料を用いた老齢年金の支給開始年齢の制度設計に関わる議論や、同時代における社会保障制度審議会の審議内容、理論分析として勤労者皆保険やシングルマザーの公的年金加入実態について分析を行うことができ、公表することができた。
