项目摘要

3年目となる2022年度は、本研究の設計と目的である次の3点について研究作業を実施した。１）学習支援における相談支援の連動性を含めた現状と課題の把握については、アンケート調査結果の分析を行った。さらに、神奈川県について、学習支援・居場所支援の事業の実施状況について、神奈川県の生活援護課等から情報収集を行った。他方で、コロナ感染症の拡大状況で、他の自治体における実践事例の情報収集が十分できないことが課題となった。２）各自治体の実施状況と課題の把握については、神奈川県の子ども支援の状況把握については、継続的に行うことができた。当該自治体では、事業の評価のデータを継続的に収集していることから、本研究として、事業評価の分析を行うことが次の研究作業として有効であることの示唆を得ることができた。他方で、コロナ感染症の拡大状況により、他の自治体の状況把握が十分にできなかったことが課題となった。３）支援方法の開発については、これまでの本研究作業の成果をもとに、神奈川県が主催する「生活保護地区担当員及び子ども支援員研修」において、学習支援の位置付けや現状、地域における課題について、県域の生活保護ケースワーカー、福祉事務所設置自治体の市域の生活保護ケースワーカーを対象とした研修を実施した。その中で、参加者より、学習支援の現状と課題について情報整理の作業を協働して実施することができた。本研究結果の現場へのフィードバックができたが、それだけでなく、県域や市域の実態の多様性について現場のワーカーから示唆を得ることができた。上記の残った課題を研究最終年度を延長して、作業を行い、研究成果の取りまとめをしていくこととしたい。
