本研究課題は, 日本・カナダ・北欧3か国の基礎自治体が設置する児童福祉, 母子保健, 雇用・若者支援といった子ども・若者関連施設及び教育の複合化について, 特に施策と実態に焦点を当てその効果と持続可能性を探る国際比較研究である。関係施設への実地調査が主な研究手法であったが, 新型コロナウイルスの感染拡大により, 研究期間内では国外, 国内への調査が極めて困難となった。そのため, 先行研究の整理と文献調査が主な研究手法となったが, 以下の実地調査は行うことができた。福岡県にある株式立広域通信制高校について実地調査を行い, 主に高校にある支援センターの関係者へを実施した。この支援センターは, 特別なニーズにある生徒を対象に教育・福祉と連携して教育・支援を行う組織である。株式会社立学校の設置に至った経緯, 地域住民に受け入れられていくプロセス, 高校に対する地域の取り組みと協力等について, 自治体とそれ以外との連携及び持続可能性を検証する知見が得られた。また, 旧産炭地域の貧困地区の若者支援という観点からも貴重なデータが得られた。佐賀県にあるさが若者サポートステーションへ調査を実施した。この施設は就労支援のほか, 不登校, ひきこもり, 非行, ニート等の若者の自立支援を目的としたNPO法人である。多職種多領域の専門家による訪問支援を積極的に行い, 特に学校教育との連携は円滑で一元化されており, 子ども関連施設の複合化を検証するうえで好事例であった。研究期間全体を通じて国内外の移動が大幅に制限され, フィールド調査を実施することが困難であった。その間, 研究代表者, 研究分担者間ではオンラインで研究会を実施し, カナダ, フィンランド及び国内施設について情報交換を実施したが, 共同で現地調査を行うことはできなかった。これまでの研究成果については主に質的データ分析の手法により検証を継続しており, 一部の成果は公表済みである。

During the study period, the whole country was greatly restricted by the movement of the country, and the investigation was difficult to implement. In the meantime, research representatives, research contributors, research meetings, information exchange, and joint on-the-spot investigation. The results of this research are mainly based on qualitative analysis methods, and some of them are based on public opinion.
