我が国の18歳人口の著しい減少は、財政的な経営基盤の大半を学費収入に依存してきた多くの私立大学に対し大きな影響を及ぼしている。その一方で、国立大学は平成16年の法人化後、各大学で様々な改革が実施され、その帰結として、経営の効率化を趣旨とする一部の大学間の統合が実現されつつある。このような状況は、高等教育への進学率向上という点で量的供給における国立大学の補完機能を担ってきた私立大学にも大きな影響を及ぼし、我が国全体の高等教育システムの変容をも意味している。仮に国立大学法人の経営統合が加速し、国立大学の存在しない自治体が出現することになれば当該都市の衰退につながる事態も想定され、地域における私立大学の存在意義も大きく変容するのは自明のことである。そこで本研究では、日本の高等教育システムが大きく変容する過渡期において、各私立大学の財政面、とりわけ内部留保に着目するとともに、高等教育に進学する際の地域移動の動態を分析することにより、18歳人口の減少をはじめとする外的要因への対応能力について解明し、私立大学の存続価値の再検証および理想とする財政基盤モデルを提唱することを目指している。そして、研究目的の達成のため、以下に示す３つの課題を設定している。１．私立大学の内部留保の平成27年度から令和3年度までの7カ年の増減推移を検証し、存続価値としての経営の安定度の解明。２．東京23区私立大学の定員抑制がもたらす、進学行動と地域移動の解明。３．都道府県ならびにエリアにおける影響の解明、の３点である。さらに、研究期間の令和２年度ならびに令和３年度は、新型コロナウィルス感染に伴い高等教育機関への進学事情が大きく変容する事象が発生したことから、分析する対象を拡大し、各私立大学の財務行動、ならびに18歳人口の高等教育進学の変容を追加的課題として調査・研究している。
