项目摘要

本研究は、大正期から昭和戦後復興期を対象として、各地に遺る歴史的公文書等の収集と分析、および遺構調査等を主として、道府県庁の建設技術者、ひいては地方における近現代の建築や都市が如何なる枠組みの下で造られたのかを解明することを目的としている。令和4年度は、新型コロナウイルスの感染拡大状況に配慮しつつ、文献調査とデータの整理、および近隣地域における遺構調査を中心に研究を進めた。令和4年度の重点課題と結果の概要は以下の通りである。＜重点課題＞当該期に在勤した道府県庁の技術者と周辺人物の把握：国立国会図書館、宮城県および近隣県の公文書館等に所蔵される史資料（主に各年版の職員録、工業・工学系学校等の卒業生名簿）を収集し、道府県庁に在籍した技術者の氏名・在職期間・専門分野・経歴に関する情報のデータベース化を推進する。特に技師階級を優先して進める。②宮城・秋田・岩手の3県に現存する官民の近代建築について、現地調査と類例調査を実施し、当該期において地方の建築がどのような体制で建設されたかを事例的に解明する。＜結果概要＞①技師の配備は建築分野よりも土木分野の方が早かった。②初期の土木技師は、帝大土木工学科の出身者が多かった。大正中期以降は出身校の多様化が見られるようになり、教育の裾野の広がりとの関連性が強く示唆された。③建築技師は一部の県で早くから常置されたものの、広がりを見せるのは昭和になってからであった。すなわち市街地建築物法の制定に伴う建築行政官や、昭和初期に制度化された学校営繕技術者は、一定に技手が担ったことを確認した。④建築技師は、帝大や高等工業の出身者より地元の工業学校を卒業して技手を経て昇任するケースが多かった。彼らの多くは奉職期間も長かった。⑤高等教育機関出身の技師は勤続年数が短い傾向にあった。地元出身者とは対比的な面もあり、二極的な人員構成であったことが示唆された。
