生態系保全や自然資源の管理においては、多様な主体の関わりや連携、役割分担の構築が求められ、近年では利用面で持続可能な観光を意識した取組も重要性を増している。コロナ禍を経て、持続的な活動実施のための資金確保や人材育成につなげていくことも中・長期的な重要課題である。本研究では、生態系保全や自然資源の管理における様々な参加主体の関わり方について、「人材」と「資金」という２つの観点に着目し、持続的な取組推進に向けた実効的な連携を進めるために必要な要素を明らかにすることを目的とする。2022年度は、2021年の世界自然遺産登録後の沖縄やんばる地域における、保全と両立する新たな観光利用のあり方を模索する取組に関する現地調査を中心に実施した。また地域特有の自然・文化・歴史等を生かした持続可能な観光に沿った取組を行なっている地域について、世界遺産平泉、徳島県祖谷渓等の現地調査を実施した。具体的には、沖縄やんばる地域について、世界自然遺産登録地域の森林エリアの保全と両立する新たな観光利用プログラムの検討における課題、ルール及びガイドライン検討の項目、来訪者側のニーズや利用動向を踏まえたターゲット設定、プログラム参加者の支払いの一部を保全金として担保・活用する方法の検討、ガイドや関係団体による連携体制の構築等に関する最新の検討状況の整理を行った。あわせて、実施体制における地域住民の参画・連携の重要性を踏まえながら、今後の持続可能な観光利用の確立に向けた取組状況について地域団体の関係者を対象としたヒアリング調査を実施した。
