本研究は、地域食農ガバナンスの再編を通じた食農システム転換の可能性とその条件及び課題を、オランダを事例に明らかにすることを目的としている。具体的には、地域の消費者・生産者・事業者の政策形成過程への参加を促し、代替的食農ネットワーク構築を志向する彼らの主体的活動を支える地方自治体の地域食農政策が、中央政府の政策や主要経済主体の事業活動に及ぼす影響を考察する。さらに、地域食農ガバナンス及び代替的食農ネットワークへの参加によって地域の消費者・生産者らが地域性を超えて食農システム転換を展望し行動しうる主体的市民へと成長する可能性を考察する。2022年度は、新型コロナ禍に伴う渡航制限等の影響で2020年度と2021年度に実施できなかった現地調査を2022年5月と2023年3月に実施した。第一に、オランダにおける総合的地域食政策の最先進事例であるエーデ市の食政策担当者及びフードカウンシル統括者へのインタビューを実施し、同市における食政策の策定経緯やガバナンス構造について知見を得た。第二に、アーネム市の都市農業政策担当者の協力を得て、市内３件の市民的食農イニシアチブ（福祉農場、市民農園、regenerative農場）を訪問調査し、さらに4名の地域食農政策関係者へのインタビューを実施した。第三に、アムステルダム市の市民的フードカウンシルを設立した二人のコーディネーターへのインタビューを実施し、同市における食政策ガバナンスの課題について知見を得た。また、二つの市民農園を訪問調査する機会を得た。これら食政策ガバナンス関係者へのインタビュー調査の結果は、2023～25年度の新たな科研費研究課題を準備するために利用した。また、アムステルダム市とアーネム市で訪問調査した市民農園の事例については、2019年にロッテルダム市で訪問調査した市民農園の事例と合わせて整理・分析し、季刊雑誌の連載記事として発表した。

This study aims to clarify the feasibility, conditions and problems of regional food system recompilation, food system transformation, and food system transformation. The specific policies of consumers, producers and business sectors, their participation in the promotion and replacement of food and agriculture, their main activities, local government policies, and the impact of business activities of major business entities are examined. To examine the possibility of regional consumer and producer participation in food production and alternative food production in the region, and to look forward to the growth of the main body of the public. In 2022, the impact of new types of disasters and navigation restrictions was investigated in 2020 and 2021, and in May 2022 and March 2023. First, the most advanced example of integrated regional food policy is the knowledge gained from the policy makers and managers of food policy in the same market. Second, the cooperation of urban agricultural policy makers in the city was achieved, and the food and agriculture policy of three citizens in the city (welfare farms, citizen farms, and regenerative farms) was investigated. Today, the cooperation of four regional food and agriculture policy makers was implemented. Third, the city's public health care system has been established, and the two people's health care system has been implemented. The city's food policy has been implemented. The opportunity to visit the public farm was obtained. The results of the survey on the relationship between the food policy and the government will be used to prepare new research projects for 2023 - 25. In 2019, the city's visiting survey on the case of the citizen's farm was organized, analyzed, and published in a quarterly journal.
