项目摘要

本年度は、昨年度までに続き、オープン化された技術のコントロールに注目して、「②企業による協調的な標準化と権利確保」と「③ 企業内外で生じる技術の活用・共有のネットワーク」について検討した。具体的には、②の作業として、まず、移動体通信のように協調的な標準化が進んでいるシステムを対象に、企業間にわたる協調的な標準化（仕様策定）と関連技術の権利化についての標準必須特許のデータベース（３GPPやETSIといった標準化団体のデータベースから抽出）を用いて、代表的な企業20社の技術についてネットワーク分析を進めた。これにより、いくつかの企業は、システム全般の技術間にわたって必須特許を保有し、そうした技術間のネットワークによる密度の高い知識を蓄積してきていることが明らかとなった。一方で、③の作業として、上記の企業における知識についてのデータと合わせて、代表的な企業20社間での関連技術の独自特許による必須特許の引用（EPO/USPTOの特許データから抽出）のデータを用いることで、企業の保有する知識と関連技術の引用のネットワークの発達との関連について分析を進めた。各企業の知識の時系列的な変化と合わせて、引用のネットワークの中心として技術を主導しているかどうかを示す被引用件数の時系列的な変化を検討したところ、密度の高い知識を保有しているほど、他社から引用される傾向にあることが明らかとなった。さらに、以上の点について、企業の保有する技術の多様性や知識の密度と、システムの技術の発達に影響を与える技術の引用との関連について、予備的な統計的検討を行った。その結果からは、特定のコア技術や多様な技術を保有するのではなく、それらを統合する知識の蓄積が、広く引用され影響力のある技術を生み出し、オープン化された技術システムの発達のコントロールに資する傾向にあることが予想された。
