コロナ禍が継続し、引き続き研究計画の大幅な変更を迫られたが、本研究の後半に入ったことから研究成果のとりまとめに関する議論を進めた。本研究の主要な分析軸の一つである進化に焦点をあて、フィンランド福祉国家の変化を進化の視点からとらえることを主軸とした分析を進めることとし、研究代表者・分担者がそれぞれ分析を行った。また、海外調査実施にかかる制約が継続していたことから、2020年度までに行った調査の分析及び暫定的な結果の公表に務めた。2021年11月には北ヨーロッパ学会において企画セッション「フィンランド福祉国家の変容：ポスト工業社会における北欧型福祉社会の再編成」において、研究代表者、分担者、協力者がそれぞれ報告を行った。さらに、2022年3月に第2回公開研究会「シリーズ：福祉国家の創造的進化『福祉国家のガバナンスのあり方を問う：フィンランドSOTE改革と初のアルエ選挙』」を開催したほか、研究代表者、分担者がそれぞれ研究発表を行った。一方、限定的ではあるが、研究代表者が単独で現地調査を実施することができ、データを収集した。2022年8月には、ようやく初めて現地において対面での合同研究会を行い、これまでの議論と研究結果のまとめを進めることができた。しかし、研究者の所属機関の方針から全員の参加はできなかった。さらに、ロシアのウクライナ侵攻の影響を受け、2022年2月以降、現地調査の制約が新たに生じたことから、調査研究の一部を断念することとなった。
