本研究は、フィンランドの地方自治体における福祉サービス供給の状況を比較検討し、多様性を生み出す要因を明らかにすることを試みた。北欧諸国では、福祉サービス供給主体として自治体が重要な役割を果たしてきた。しかし、1990年代に徹底的な社会保障給付の削減と同時に福祉サービス給付の抑制、サービス供給の民営化が見られた。これは、深刻な不況に加えて、高齢化に伴う福祉需要増、福祉国家の急速な成熟化に伴う自治体の限界を背景としていたと考えられる。遅れてきた福祉国家フィンランドでは、急速な福祉サービス整備の一方で、それを担う地方自治体の環境整備が整わず、1980年代にはサービス供給能力が飽和状態に達していた。そのため地方制度改革への下地が形成されており、90年代の不況をきっかけとして実現した。そのとき、民間団体が、自治体の補完的役割を全面的に担うようになったと考えられる。現地調査を行った三つの自治体では、それぞれ、所管区域内の福祉サービスは、自治体中心の供給から民間団体への移行期、民間団体と自治体による供給の並存、自治体中心の供給、といったそれぞれ異なる特徴を有した。しかし、どの自治体でも、新規導入のサービスや、増大する需要に対応したサービス拡大、老朽化された施設の建て替えなど、大規模な投資資金を必要とする新たに生じた福祉サービス需要へは民間団体を活用しようとする動きが見られた。一方、質を維持した効率化が期待できない領域(訪問介護)については、自治体の直接供給を続け、民営化には消極的である。こうした動向から、民間団体の活用は、自治体のスリム化を目指したものではなく、急増する福祉ニーズ増への対応と考えられた。本研究の成果は、論文「NPM改革と自治体における福祉サービス供給-フィンランド3自治体の事例から-」として発表し、また、社会政策学会116回大会、2007年日本社会福祉学会で報告を行った。

This study aims to compare the supply of welfare services in local governments and to explore the main causes of diversity. The Nordic countries are the main providers of welfare services.
