本研究の目的は、国家主権をめぐる国連加盟国の認識について、（1）その変化の歴史的な傾向、（2）認識を変化させる国と変化させない国のそれぞれの共通点や特徴、（3）認識を変化させる（あるいは変化させない）理由、を実証的に明らかにすることである。平成31年度（令和元年度）は、まず理論的な文献を収集・分析し、本研究で実際にテキスト分析を行うためのモデルを構築することを試みた。そのうえで、国連総会一般討論の議事録を用いてテキスト分析を開始する予定であったが、関連する先行研究が膨大であり、モデルの精緻化に相当な時間を要したため、議事録を整理するにとどまった。本年度の研究成果としては、まず、国家主権と国連総会を念頭に置きつつ、近年のマルティラテラリズムをめぐる国際的な動向も視野に入れながら、国際関係論分野における関連する学術論文や著書を理論的に整理した。この成果は、2019年10月に新潟で開催された、日本国際政治学会2019年度研究大会で発表した。同大会で得たコメントを反映させ理論的に精緻化した論文を、2020年3月に米国ハワイで開催されることになっていた、International Studies Associationの年次大会で報告する予定であったが、新型コロナウイルスの影響により大会自体が中止となってしまった。この精緻化の過程では、米国ニューヨークや神戸、京都、東京などでインタビュー調査と資料調査を行った。論文の公表については、国連における人間の安全保障や保護する責任といった規範の普及を通じて、日本が国家主権をめぐる認識を変化させてきた過程を分析した論文を執筆し、学術誌へ投稿する準備を進めている。また、本研究課題の研究費を支出したわけではないが、深く関連する研究成果として、『保護する責任―変容する主権と人道の国際規範』と題する単著を2020年1月に公刊した。

The objectives of this study are: (1) the tendency of the change in the history of knowledge;(2) the common points and characteristics of the change in knowledge;(3) the reasons for the change in knowledge; and (4) the reasons for the change in knowledge. This research is based on the collection and analysis of theoretical literature in Heisei 31. The minutes of the general discussion of the National Committee of the Communist Party of China (CPC) are scheduled to be expanded and refined. This year's research results include the preparation of academic papers and books on the subject of international relations. The results were presented at the 2019 Annual Research Conference of the Japan Society of International Politics in October 2019. In March 2020, the International Studies Association held its annual conference on the impact of new technologies. This refinement process is carried out in Japan, Japan, Kyoto and Tokyo. The paper is published in the form of a report, a report on the responsibility for human security, a report on the popularization of norms, a report on the understanding of Japan's national sovereignty, a report on the preparation of papers, and a report on academic journals.
