项目摘要

本研究は、主に1920年から1945年のサハリン島について、ソヴィエト政権が外交・内政両面において策定した政策と、それが当時の極東地域をめぐる日露関係や国際関係、またサハリン島現地の状況にどのような影響を与えたのかを明らかにする、というものである。新型コロナウイルスの蔓延とロシアによるウクライナ侵攻などのために、ロシア現地における資料調査が不可能であったので、2021年度はこれまでの研究内容と収集した資料を再検討し、また今後の研究に向けて国内で入手可能な資料の収集に努めた。主な研究内容として、2020年度に引き続き、1920年にソヴィエトロシアのロシアの緩衝国家として成立した極東共和国の対日外交について検討した。極東共和国が策定した、モスクワとは異なる独自の対日外交戦略が、共和国の首班であったA. クラスノシチョーコフと、外務次官であったI. コジェヴニコフの外交方針から生まれたものであるという仮説を、2つの研究会・学会で提示した（日露関係史研究会、ICCEES）。極東共和国の対日外交については、当時の日露間で起きた個々の外交事件における外交戦術が明らかにされているものの、それらを包括する当時の外交戦略については未だ実証的に検討されていない。今回得られた仮説については、研究会・学会でいただいた指摘を整理し、資料による裏付けをより固めてから、英文誌に投稿する予定である。また、研究代表者の主催する「日露関係史研究会」では、複数回の研究発表会を開催した。この研究会を基盤とし、2021年度の北海道大学の研究プロジェクトに採択されたサハリン島に関する共同研究(分担研究者として参加)では、複数の勉強会をオンラインで開催し、年度末に北海道大学で成果報告を行なった。
