本研究の目的は、途上国が作る地域機構が域外国との間で果たす役割を明らかにすることである。したがって本研究では、「途上国は一定の条件下において地域主義に基づくまとまりを通して、域外国との関係性において自己利益を実現することができる」という主張を提示する。よって、域外国との関係性において途上国は、(1)どのように地域機構を活用し（機能）、(2)それはどのような場合に（条件）、(3)どの様な恩恵をもたらすのか（効果）、という三点を仮説的・理論的に導出しそれを事例分析並びに計量分析で実証するのが本研究の目的となる。本研究では、途上国の地域機構の「機能」、「条件」、そして「効果」の全てにおいて一定程度の成果を上げることができた。特に本年度は、ASEANを中心とするPMC、APEC、そしてARFについての事例分析を行った。まずはASEANホームページに公開されていない1970年代・1980年代のASEAN公式文書や東南アジア地域の新聞資料を、東京大学駒場図書館およびアジア経済研究所図書館で収集・整理した。これに基づくASEANの通史的分析の成果として、途上国の地域機構が域外国に果たす「機能」のメカニズムを明らかにすることができた。一方で米国国立公文書館（NARA）を訪問して得られた米国の一次資料を分析し、米国の対ASEAN政策の変化という域外要因が途上国の地域機構が機能するための「条件」として作用することを明らかにした。さらに、日本外務省への情報公開開示請求制度を利用し、以上の「条件」によりASEANという途上国の地域機構がPMC、APEC、そしてARFとして「機能」して域外国の関与の促進と干渉の回避という「効果」が得られたことを明らかにした論文を、査読付き雑誌への投稿に向けて加筆修正している段階である。
