引き続き、感染症の世界的流行の中での遂行となった。最も直接的な影響は、夏に予定していた海外調査（トルコ共和国、イスタンブル）の中止を余儀なくされたことである。研究計画を入手済み史料や文献の読解、それに基づいた論文の執筆に切り替え、イズミルで出版された衛生雑誌『衛生』や、同じくトラブゾンで出版された『医師』、世紀転換期頃にイズミルで出版された『調和』『統一』などの地元紙といった定期刊行物、さらにはこの時期の保健・衛生関連の重要史料であるべスィム・オメルによる全4巻の『保健年鑑』を読み進め、これらの読解については順調に進展した。こうした史料をもとに、1893年と1910－11年のイズミルで発生したコレラ流行中に取られた対策を詳細に検討し、その変化と連続性を明らかにし、同時期におけるオスマン帝国の衛生政策と地方社会の関わりを検討した論文を投稿、国内学術誌に掲載された。この論文の中で浮き上がった課題を踏まえ、研究対象である港湾都市イズミルの属するアイドゥンの州年鑑を網羅的に調査し、アイドゥン州内における市行政医の雇用状況をまとめ、上述のイズミルの地方新聞や、20世紀初頭のイズミルやトラブゾンで出版された保健衛生雑誌に見られる質的な情報と合わせて考察を行った。これにより同時期のオスマン帝国史における「国家医療」の形成と地方社会への普及の問題について明らかにすることができた。具体的には無料診療から食品衛生管理、種痘の問題まで、市行政医の幅広い役割についての詳細な理解が得られた。この内容についてまとめて投稿した論文は、国内誌への採録が決定した。
