项目摘要

本研究は，ウガンダ都市部におけるバイクタクシー運転手を対象とし，運転手たちが乗客との信頼関係を構築し、乗客を得るための操業実践を明らかにした．先行研究や報道では，バイクタクシーは「インフォーマルな」輸送手段として認識され、政府や企業が運行する電車やバスといった「フォーマルな」輸送手段の代替として位置付けられてきた．ウガンダ都市部では、ときにバイクタクシー運転手は交通法規を無視し、社会の秩序や安全を乱す存在として偏見が持たれることもある。ウガンダには交通法規や規制が存在し，バイクタクシー運転手は法令を遵守することが求められている．バイクタクシー運転手たちは，かならずしも法令を遵守しているわけではないが、バイクタクシー運転手は，自主組織を設立することで運転手のマナー向上や行動管理に努めている。自主組織はステージと呼ばれる客待ち場所を単位としている。運転手はステージに所属し、ステージには委員長を頂点とする委員会が存在する。委員会はガンダ社会の規範であるエンピサ（よいふるまい）にもとづき多数の運転手をまとめあげ、委員長を頂点とするヒエラルキーにもとづく組織を運営し，組織内部で自主的な規制を設けている．ステージの役職者は新規参入を規制し過当競争を抑制したり、危険運転に対して注意や指導を与えたりすることで、運転手の行動を管理している。運転手のマナーや接客態度を向上させることで、客待ち場所の秩序を維持し、周辺の住民や商人から信頼を得て常連客を獲得している。本研究は、ウガンダ都市部におけるバイクタクシーによる人や物資の輸送サービスの実態を明らかにすることで、運転手どうし、および運転手と乗客とのあいだで、地域社会の規範に沿った信頼関係が醸成され、バイクタクシーが地域に深く根ざした交通手段となっていることを明らかにした。
