项目摘要

本年度はまず三井三池炭鉱における炭鉱住宅地変容過程の全体像を明らかにすることを目的に、炭鉱住宅地の分類・リスト化を行い、土地利用の時系列変化を分析した。その結果、集団社宅の変容過程は概ね以下の①三井系企業の積極的関与による変容、②行政の積極的関与による変容、③三井系企業の消極的関与による変容の順に起こったことがわかった。①三井系企業の積極的関与：早期建設の従業員社宅を主対象に、建設過程を後追いするように工場用地化・戸建住宅地化が進行。②行政の積極的関与：大牟田市では閉山前に内陸東部の従業員社宅等が公的住宅等に、閉山前後には離職者対策等を意図して西部の中心市街地付近にある従業員社宅等が公的住宅に変容。③三井系企業の消極的関与：主として閉山後に中心市街地付近や大牟田市北東部等で戸建住宅・共同住宅化が進行。空地化については戦時中等に建設された立地環境の悪い従業員社宅で特に進行。さらに、大牟田市における炭鉱業衰退に伴う都市整備方針の変遷を整理し、炭鉱住宅地の変容過程と立地適正化計画における居住誘導区域の関連を分析した。その結果、大牟田市では居住誘導区域が持家制度によるスプロール化とニュータウン計画の規模縮小に伴う個別的な市営住宅整備と炭鉱住宅地の空家化により、南東部に細長く延伸しており、都市のコンパクト化という点で課題を有していることがわかった。最後に、これまでの研究成果を踏まえ、人口減少時代の住宅地計画に求められる諸要件について考察を行い、都市スケールでは①誘導を超えた具体の市街地再編策(居住誘導区域端部の開発抑制等)、②住宅需要を考慮した事業規模の設定、そして町丁目スケールでは③居住誘導区域内あるいは中心市街地における空地の存在を前提とした住宅地計画、④供給手法を考慮した段階的な住宅供給による多様な年齢構成の維持、の項目に分けて提言を行った。
