项目摘要

本年度は、①産業構造の転換による跡地の発生、および②地域における跡地の転用に関して、それぞれ造船所と塩田跡地の事例を検討し、論文として成果を発表した。①に関する論文では、1970年代の造船業が「構造不況」に直面した際、一部の企業の生産設備と土地を買い上げる政策が運輸省によって展開されたことに着目し、その背景と制定過程を、通商産業省などによる不況地域対策との関連を踏まえながら検討した。資料として、国立公文書館デジタルアーカイブや、神奈川県立公文書館、岡山県立記録資料館の所蔵資料を活用した。検討の結果、a)造船不況地域の自治体から国への支援要求の内容、b)当該法案の制定過程では地域対策としての妥当性が議論されていたこと、が明らかとなった。また、この論文の他、上記政策との比較を念頭に、塩田製塩廃止政策に関して、塩田跡地の活用が各地の所有者に委ねられた点を検討した。②に関する論文では、本四架橋建設を契機として転用された岡山県倉敷市の元野﨑浜跡地を事例として、その転用過程を土地所有者・地方自治体・地元事業者の動向に着目して検討した。資料として、倉敷市議会への請願書や、現地でのヒアリング調査、不動産登記の情報などを活用した。検討の結果、a)土地所有者は倉敷市の計画に協力しながら、自身の事業多角化も果たしたこと、b)倉敷市を施行者とする土地区画整理事業が跡地転用の条件を整備したこと、c)一部の地元事業者が塩田跡地での新市街地形成に参加するため土地取得運動を展開していたこと、などが明らかとなった。以上の2本の論文に加え、工場等の跡地転用に伴う土壌汚染問題について、新聞記事等の調査も行った。また、香川県丸亀市等の塩田跡地転用に関して香川県立文書館等で資料調査を進めた。
