项目摘要

本研究は、1936年から1958年までのフランス政府が主導した音楽政策の内容と実態を諸制度との関係において検証し、現在の音楽政策へ至る過程で果たした役割や歴史的意義を考察することを目的とする。研究方法として、三つの異なる政権時 (人民戦線内閣期、ヴィシー政権期、第四共和政期) に実施された音楽政策について、それぞれの政権期間ごとに調査を行った上で、最後に比較検討を行う。2022年度は次の三つの点で研究成果をあげることができた。①音楽教育に関する政策に焦点を当て、文化省「音楽課」初代責任者であるM.ランドスキが文化省と国民教育省双方で試みた音楽教育計画 (1966-77年) と、ヴィシー期にA.コルトーが国民教育省で試みた音楽教育再編計画 (1941年5月6日覚書、筆者による調査) を比較検討した。その結果、国の施設で音楽教授職に就く際の資格制度の設立、および音楽教育の機会均等への配慮に関する政策に、類似性が確認された。これにより1960年代に始まるフランスでの大規模な音楽教育改革は、少なくともヴィシー期にはすでに音楽政策を担う立場から重要な課題として認識されていたことが判明した。②フランス国立公文書館での史料調査の結果、ヴィシー政権期にA.コルトーが計画し「職業音楽組織委員会」で実施した「職業音楽家認証制度」が、戦後少なくとも1957年までは継続していたことが、従来の研究では指摘されてこなかった新事実として判明した。③第三共和政期から第五共和政初期までのフランス政府諸機関とそこでの音楽政策のあり方について、体系的に整理した。この過程で、国内向けだけでなく外国向けの音楽政策についても調査した結果、従来フランスの主な音楽政策機関と考えられていた芸術局 (国民教育省) 以上に、外務省が1936年以降に積極的なフランス音楽宣伝政策に乗り出していたことが明らかになった。
