项目摘要

令和四年度（2022年度）は当初、本科研費プロジェクトの最終年度となる予定であった。2021年度までの三年間と同様、今年度も新型コロナウィルス感染症のパンデミックが収束せず、すべての作業がアメリカ現地（ニューヨーク）での史資料調査の実施を前提としている本科学研究費プロジェクトへの影響は計り知れないものであった。それまでの三年間同様、研究の実施において最も肝心な一次資料を現地で渉猟することはかなわなかったため、主に既に入手済みの一次資料、オンラインや勤務先の図書館等で入手可能な史資料および文献を用いて実証は不充分ながらも本研究プロジェクトが関連研究においてもつ意義を再確認するとともに、今後行うべき課題を再検討した。そうして状況下にありながら、幸いにも研究成果をいくつか発表することができた。具体的には、2022年9月刊行の藤永康政・松原宏之編『「いま」を考えるアメリカ史』（ミネルヴァ書房）の第１章で「収監と国境警備のアメリカー現代国家論・政治経済史」という論考を発表した。そこでは、移民法に違反した移民や、法的資格が定まらないまま長期勾留された難民／亡命申請者と、ドラッグ（麻薬）関連犯罪で逮捕・収監された者とが、新自由主義体制下で密接に結びついていることを明らかにした。また、2022年9月18日に行われた、日本アメリカ史学会第19回年次大会・シンポジウムＣ「アメリカの対テロ戦争とは何だったのか？」で報告者として登壇し、「『ポスト9/11』アメリカの移民・難民管理政策の歴史的位置」というタイトルで招聘報告を行った。同報告では、1970年代以降のハイチ人難民／亡命申請者に対する政策がアメリカの移民・難民政策の歴史においていかなる意味をもったのか、2001年9月11日の「同時多発テロ」以後とどのように連続あるいは断絶しているか、という点に注目した。
