项目摘要

本研究では、日本における外国人労働力の活用が主にどのような事業所によって行われ、それがどのように変化してきたかという問いと、そこでの外国人労働力の活用が雇用の非正規化とともにどのように浸透してきたかという問いについて、特に産業立地の視点から理論・実証分析を行っている。産業立地のあり方は地域毎に不均一であり、企業レベルのメリットも地域労働市場毎に大きく異なるだろう。本研究では製品市場の国際競争激化や海外業務委託の拡大にみられる経済のグローバル化に伴い、低賃金の外国人労働力の活用を含めた企業の雇用形態の見直しが地域雇用の非正規化、立地産業の高度化にいかなる影響を与えるかを定量的に示す。2022年度に得られた成果として、「外国人雇用状況の届出」（日本労働研究雑誌 2022年4月号No. 741）と、これを拡張した「新型コロナウィルス感染症拡大と外国人労働需要の変化」（未刊行論文）の2点がある。外国人雇用事業所を対象として厚生労働省が収集する統計「外国人雇用状況の届出」を用いて外国人雇用の変化が何からもたらされているか、2014年から最新の2022年まで9年分を再集計して加工し、新型コロナウィルス感染症が外国人雇用に与えている影響を分析した。労働者数の変化率を事業所数の変化率（エクステンシブ・マージン）と事業所当たり労働者数（インテンシブ・マージン）の変化率に分解した結果、新型コロナウィルス感染症拡大期においても事業所数は増加を続けたが、事業所規模が大きく減った。2022年に至り、事業所規模が回復しつつあるものの、依然として産業・事業所規模・地域間の不均一性は大きい。これら二つのマージンは外国人雇用の増加に対して異なった経済的論理をもつため、外国人労働を分析する際は、このような複数の経路に分けて解析し、特に事業所の行動や特性の違いを理解することが重要であることを示した。
