本研究は，組織が，正統性を獲得しようとして，かえって新たな問題を生じさせるような行動を取ってしまうに至るメカニズムの解明を目的とする。特に，「説明責任（アカウンタビリティ）」を果たすことを通じた正統性獲得に着目する。研究遂行の結果，令和4年度は，国際学術誌に投稿した論文3本が掲載されるに至った。その第1（Japan and the world economy誌掲載）は，本研究のフィールドとなる公共調達に関して，その現状把握を目指すものである。すなわち，行政機関が正統性獲得のために一般競争入札導入を拡大した結果，1者応札等の問題が発生している事実を確認した。また，1者応札につながる要因を明らかにした。第2（Administration and Society誌掲載）は，行政機関が正統性確保のためにアカウンタビリティを果たそうとした結果，どのような問題が生じているかを，グラウンデッドセオリーアプローチにより探索した。その結果，「手続きアカウンタビリティの過度な追求が，かえって手続き正当性を棄損する」といった問題の存在を明らかにした。第3（The Learning Organization誌掲載）は，本研究の実証研究部分の理論的基盤を確立するためのものである。このため，正統性と組織学習の関係を，先行研究レビューを通じて検討した。その結果，正統性獲得行動の諸問題の一種として，組織学習の不全を抽出した。組織内の各アクターが正統性を獲得しようとすると，その結果，組織全体としての学習が最適でなくなるのである。また，令和3年度までの研究成果を，令和4年8月に書籍『公共調達の組織論：正統性とアカウンタビリティの罠』として刊行した。
