项目摘要

本研究は、地域社会が抱える複合的な課題の解決にとりくむ社会的企業のガバナンスのあり方と支援システムの提起を目的としている。本年度は、社会的企業に関する理論分析や最近の世界での研究動向の分析、協同組合による高齢者介護・生活支援の現状の分析、協同組合における社会福祉経営の理論的分析を進めた。また、依然としてcovid-19の影響により、聞き取り調査が困難な状況があったため、中小企業や協同組合の歴史をたどり、今日の社会的企業の取り組みに類するものを抽出して分析を試みた。協同組合による社会福祉経営については、2つの観点から分析することを目指した。1つは、協同組合が商品生産事業体かつ組織体の双方の側面を備えた存在であるということがどのように社会福祉の取り組みに活かされているかという観点である。もう1つは、協同組合の商品生産事業体としての側面に着目した場合、市場のプレイヤーとしてどのような独自性があるかという観点である。後者については、3つの側面から検討を深めた。第1に、地域の「必要」にこたえるという側面、第2に、利用者参加、労働者（職員）の参加がみられるという側面、第3に、事業にかかわって、アドボカシーを展開することにより、事業環境そのものの創造に関わるという側面である。また、協同組合の経営を考察するうえでは、その事業形態の独自の特徴を考慮に入れる必要がある。組合組織では、労働者や市民の団結と規律を守るために個人よりも全体を優先させるような集団主義によって、集団内のより弱い立場にある人の意見がないがしろにされるおそれがある。そのようななか、協同組合が民主的で水平的な生産手段の共同管理の場を培う主体となるための条件について検討した。上記の分析について、その一部は、論文として成果発表したが、2023年度も引き続き、研究ノートや論文、学会報告等によって成果発表を行う予定である。
