项目摘要

「3）拠点化する方法：長期的視野に立った実効性のある計画技術を明らかにする」に関して、下記の研究を行った。（1）「①公的施設が先導する拠点形成の方法」については、「公共施設再編に伴う都市機能の集約状況に関する研究」と題して、公共施設を適正な立地に誘導するための計画技術について研究を行った。全国の対象都市92都市の再編前2168施設、再編後1477施設について、公共施設等総合管理計画と立地適正化計画の連動性の実態について調査し、計画後の機能数の変化と再編および立地の変化の実態を示した。その結果、集約パターンごとに総合管理計画との連動性をみると圏域型と誘導型の連動性のある都市が見られた。また、誘導区域外での再編が33.8%と最も多く、区域を跨いだ再編はあまりみられない一方で、誘導区域外から誘導区域内へ再編されたものは76施設見られた。（2）「公民様々な事業と計画が連動した自律的な拠点形成の方法」については、「立地適正化計画の実現化に向けた事業実績と支援制度の整備状況に関する研究」と題して全国の自治体へアンケート調査を行い、62都市からの回答を得た。都市機能の誘導実績や実現化に向けた事業の取り組み実績、支援制度の整備実績から拠点形成の方法について研究を行った。その結果、都市機能誘導区域へ誘導施設を誘導した実績がある都市は47.3％であり、施設ごとの実施者は民間が最も多く55％であった。また、都市ごとの取り組みに実績については基盤整備（63.2％）、ソフト事業（44.7％）、支援制度（34.2％）の割合であった。各事業は中心拠点の強化にはつながっているものの、地域拠点ではあまり行われていないことも明らかとなった。
