项目摘要

札幌市の都市基本計画とその実現策としての土地利用計画制度の運用について，戦後から札幌総合都市計画（1958）を経て今日に至る状況を通観した論文を日本建築学会計画系論文集に発表した。この中では，札幌市は札幌総合都市計画以来，総合計画を都市計画の上位計画とし，累次の変更においても一貫した都市づくり目標を維持し，法定都市計画もそれに即して見直しを行っており，その結果，目標としてきた都市構造が実現していることを明らかにした。関連して，用途地域の指定意図を詳細に把握したうえで，建築物の立地動向を詳細に調査分析し，それぞれの用途地域の指定が都市構造を誘導する効果を挙げていることを明らかにした。また，札幌市住区整備基本計画について，その成立経緯，運用，市街地形成実態について詳細に調査分析した論文を日本建築学会計画系論文集に投稿し，採用となった（2023年５月に掲載予定）。この中で，当計画を半世紀に渡り運用してきた札幌市の市街化区域においては，スプロール状の開発区域はほとんど無く，道路，公園，学校といった基幹的施設が確保された計画的市街地が形成されたことを明らかにした。加えて，札幌市の人口減少傾向にある郊外市街地において，持続可能性の確保の一旦を担う地域コミュニティ組織である町内会が，どのように組織化され活動を展開しているかについて把握した。さらに，2021及び2022年度において札幌を対象に明らかにした事柄について，横浜，名古屋，神戸，福岡について比較研究を行うべく，各都市の関連資料，データの収集を行った。2021年度に明らかにした次の課題について、建築学会にて論文を発表した。・札幌及び福岡の都市づくりの理念の一貫性と実現策に関する史的研究・札幌市郊外住宅地における市街化の動向と更新実態に関する研究・地方中規模都市における中心市街地等の状況変化と市街地人口密度変化等との関係性に関する研究
