项目摘要

本研究は、米国都市と日本の都市を主な研究対象とし、住宅政策における家賃補助施策の移住効果の可能性と課題を考察し、今後の日本の大都市の都市政策・住宅政策における、多角的・複合的な居住支援の展開のあり方について検討する、ことを目的としている。2022年度は、米国連邦政府都市住宅開発省（HUD）が所有する公営住宅及び家賃補助受給者に関する過去約25年間の時系列データを使って、ニューヨーク、シカゴ、フィラデルフィア、ボルティモア、ボストン、ロサンゼルスの住宅管理戸数が多い米国大都市における住宅施策の変遷について分析を実施した。分析の結果、ニューヨーク以外の大都市では、公営住宅戸数が1996年と2020年を比較すると約40%から80%減少しており、その一方で、家賃補助の戸数はこれらの都市すべてにおいて約２か4倍に増えていること、特にシカゴやボルティモアの産業都市においてその傾向が著しいことがわかった。また、日本の住宅政策の分析として、過年度より実施してきた京都市公営住宅申込者についての研究の成果が、学術誌『都市住宅学会』が査読付き論文として掲載された。昨年度、コロナ禍による大学や行政機関の長期的な閉鎖により大幅に遅れていた米国連邦政府都市住宅開発省（HUD）が所有する家賃補助受給者の個人データの取得作業が進み、UCLA人口研究所の分析室にデータを移行し保管することができた。しかしながら、研究に協力しているUCLA ルイス研究所(Lewis Center for Regional Policy Studies）との協議を重ねてきたが、UCLAにてデータ分析を実施する人材の確保が極めて困難であることから、本データによる研究プロジェクトを断念することした。現在、UCLAやHUDとの研究プロジェクトの中止、データの処理について協議中である。
