企業が始業時刻を決める上で何を考慮しているかを知るために、2015年の大都市交通センサスの個票53万人分のデータを用いて、始業時刻の空間分布を確認した。そこから分かることは次の４つのことであった。（１）企業は従業員に早起きを強いることのないように始業時刻を決めている。（２）第二次産業の企業は始業が早い。（３）企業が通勤混雑を考慮して始業時刻を決めているかは定かではない。（４）大企業は地理的に近くに立地する企業と同じ始業時刻を選ぶ場合が多い。次にこれらの事実を反映したモデルを構築した。具体的には本研究では企業は利潤関数を最大にするように始業時刻を選んでいると仮定し、その利潤関数が（１）通勤所要時間が長い従業員を抱える企業は始業時刻を早くすることで下がり、（２）産業の種別によって始業時刻を早くするか遅くするかしたときの増え方が変わり、（３）始業時刻に間に合うように通勤すると酷い混雑に合うのであれば下がる可能性があり、（４）周辺の企業と差の少ない始業時刻にすると上がる可能性がる、と定式化している。更にモデルをデータと合う形にする必要がある。大都市交通センサスは勤めている会社の業種が分からないため、経済センサスのデータによって補ってやる。すなわち大都市交通センサスのサンプルデータは、経済センサスにあるように地域ごとに変わる業種の割合によって確率的に得たデータと考えるわけである。そして業種ごとの確率を足し合わせてやれば大都市交通センサスのデータを得る確率が計算できるため、最尤法によってパラメータを推定すればよい。このようにモデルを細部まで検討した上で定式化した。
