项目摘要

本研究課題では、国際的な工程間分業の進展下における財貿易を通じた国家間の経済依存関係の特異性を考慮して、通商協定の役割や必要性を理論的に分析している。とくに、通商協定が果たすべき新たな役割が生まれてくるのか、通商協定による互恵的な貿易自由化のあり方はどのように異なってくるのか、について分析している。より具体的には、これまでの研究成果を拡張させる形で、交易条件操作以外の理由で国際的な外部効果が生じるケースを検討し、その外部効果を是正するための通商協定の役割を理論的に分析している。現在、本研究課題とは別プロジェクトとして、基準、技術規制といった非関税措置が国際貿易に与える影響についての研究を行っているが、本研究で通商協定の役割を理論的に検討するにあたっても（伝統的に主たる分析対象とされてきた輸入関税・輸出補助金とは異なる）非関税措置の特性を考慮した分析の拡張を試みている。工程間分業の進展とともに非関税措置が貿易に与えうる影響の相対的重要性が高まる中で、これまで行ってきた理論分析を応用して非関税措置をめぐる国際協調のあり方について検討しようとしている。本研究課題に係る研究が予期せぬ事由で中断、遅延してしまってきたため、一年の延長申請をさせていただいたので、本研究を通して得られている研究成果を何らかの形にして、国際会議等で発表する機会を模索し、多様な研究者と交流し議論を重ねて本研究を深めていきたいと考えている。

This research topic is based on the consideration of the specificity of economic dependence between countries, the necessity of trade agreements and theoretical analysis under the progress of international engineering division. Trade agreements and trade agreements have resulted in the creation of new trade agreements and trade liberalization. The specific results of the study are discussed in detail in the form of trade conditions, reasons other than operation, and theoretical analysis of trade agreements. Now, this research topic includes the study of the impact of non-tariff measures on international trade, benchmarks, technical regulations, and the analysis of the characteristics of non-tariff measures in trade agreements. The importance of the development of inter-industry separation and the impact of non-tariff measures on trade is very high. The theoretical analysis of non-tariff measures is very important. The international coordination is very important. This research topic is about the reasons for the interruption, delay, one-year extension application, the success of this research, the development of research results, the opportunity to explore, the exchange of multiple researchers, and the discussion of this research.
