本研究の目的は、2017年末に実施された中国の廃プラスチック輸入禁止措置の日本に対する影響を応用一般均衡分析を用いてシミュレーションすることである。2020年度は、中国の廃プラ輸入禁止措置が日本に与える影響の概要をまとめた論文を山口大学の紀要に投稿し、2021年度は、環境省が公表する環境分野分析用産業連関表を用いて、応用一般均衡モデルに読み込むための社会会計表(SAM)を作成し、2022年度には、GTAP10(2014年)のデータを加工することで、日中間の分析を可能とする基礎データを揃えた。しかし、2022年度中に分析モデルの作成に想定以上の時間を要してしまいモデルが完成しなかったため、2023年度への研究期間を延長することとした。簡易なモデルによる試算を終えていることから2023年度中により精緻なモデルを完成させることとする。2023年度中に、時間の流れを考慮しない静学的応用一般均衡モデルと、時間の流れを考慮した動学的一般均衡モデルを用いて、プラスチック輸入禁止措置に伴う最終処分場のひっ迫やリサイクル費用の変化を考慮した分析をすることとしたい。また、2020年度に作成した論文内で指摘した、中国の廃プラ輸入禁止措置による日本への影響として「処理業者や自治体の廃プラの一時保管量の増加」「廃プラ処理費用の値上げ」「廃プラのリサイクルのための国家予算の増加」「リサイクル工場の新設」をモデルに組み込んだ分析もしていく予定である。
