项目摘要

本年度の研究計画は，北海道の過疎地域に位置する水道，下水道，病院事業を有する地方公営企業へのインタビュー調査を実施することにあった。札幌市周辺の地方公営企業の調査はいくつか実施することができたが，主目的の過疎地域を対象とした調査については，新型コロナウイルスの影響でインタビューの許可を得ることができなかった。そこで，本年度は2021年4月1日に新たに施行された新過疎法「過疎地域の持続的発展の支援に関する特別措置法」と北海道での過疎対策に関して更新された情報をもとに，過疎の現況と組織間連携の類型について整理する研究を中心に行った。これらの成果は，論文１件で明らかにした。新過疎法に基づき公示された北海道全市町村179団体のうち，過疎地域は2022年4月1日現在，152団体（市：22団体，町：117団体，村：13団体）である。具体的には，道央広域連携地域では80.0％に当たる56市町村が過疎地域である。道南連携地域では88.9％に当たる16市町が過疎地域である。道北連携地域では92.7％に当たる38市町村が過疎地域となっている。オホーツク連携地域では94.4％に当たる17市町村が過疎地域であり，６連携地域のなかで最も高い比率である。十勝連携地域では73.7％に当たる14市町村が過疎地域である。釧路・根室連携地域では84.6％に当たる11市町村が過疎地域である。地方公営企業の組織間連携は，政府が主導して地方公共団体に対して発出されるガイドライン等によって方向づけられることが多い。水道事業および下水道事業では2022年度末までに「水道広域化推進プラン」と「広域化・共同化計画」の策定に取組む必要がある。また，病院事業は「経営強化ガイドライン」に基づいて，2022年度または2023年度中に機能分化・連携強化について取組むことが求められている。
