本研究は水道事業，下水道事業，病院事業などの地方公営企業で実践されて始めている相対的業績評価（経営比較分析表）の情報開示・情報利用に関する実態を，インタビューと現地調査によるフィールドワークから明らかにすることにある。本年度は主に相対的業績評価に関する先行研究の整理および総務省が公表している「地方公営企業年鑑」のデータを用いた財務諸表分析を行った。相対的業績評価に関する海外の先行研究では，経済学および心理学の理論ディシプリンの視点から，主にアーカイバルデータや実験室実験を用いて実施されてきた[Antle and Smith, JAR, 1986; Frederickson, TAR, 1992; Matsumura and Shin, TAR, 2006]。外国文献の翻訳作業をとおして，相対的業績評価に関する先行研究の整理を行った。また，文献研究では北海道内の自治体史に関する資料を，研究代表者が所属する北海学園大学開発研究所で閲覧・収集した。「地方公営企業年鑑」は総務省がとりまとめている地方公営企業の経営状況を調べることができるデータベースである。具体的には，地方公営企業の事業所数，職員数，決算状況，料金収入，企業債の発行状況および事業別繰入金，繰出金の状況等を把握することが可能である。「地方公営企業年鑑」のデータ分析では，主に水道事業，下水道事業，病院事業に焦点をあてて，複数の経営分析指標にもとづいて経営成績を判別するために行っている。

"Yearbook of Local Public Enterprises" refers to the management status of local public enterprises in the Ministry of Public Affairs. Specific information, such as the number of local public enterprises, the number of employees, the status of accounts, the income of funds, the status of corporate debt, the status of business income, and the status of cash outflows. "Local Public Enterprise Yearbook" analysis, mainly for the water industry, sewage industry, hospital industry focus, a number of management analysis indicators to determine the performance of the industry.
