项目摘要

第1に、生活困窮者にとっての包摂的貸付（福祉的貸付）のあり方を考えるために、コロナ禍における生活困窮者を主要な対象として実施された生活福祉資金特例貸付についての調査研究を進めた。とくに2022年度は2023年1月からの特例貸付の償還開始を見据えた時期であったため、償還体制や借受世帯支援、そして償還免除のあり方について研究成果を発表した。これまでの包摂的な金融制度の在り方についての研究成果を踏まえ、借受世帯の立場にたった柔軟なリスケジューリングも含めた金融的支援が必要であることや、貸付型支援の限界から給付型支援も必要であることも指摘した。また今後の償還体制の課題を確認するために市町村社協に対するインタビュー調査も実施した。インタビュー調査の成果については2023年度に発表予定である。第2に、包摂的貸付の歴史的位置づけ、とくに戦後直後から現代までの生活福祉資金貸付（旧称世帯更生資金貸付)の機能や位置づけの変遷について整理した。世帯更生資金貸付は、当初は生活困窮者の事業用資金を融資する制度としてスタートしており、いわば生活困窮者のストックの生活保障のための制度として位置付けられていた。その後、貸付使途は住宅資金や教育資金などに移ったが、世帯更生資金貸付の変質ゆえの変化というよりも、生活保障にとって必要なストックそのものが変質したゆえの変化であったと理解できる。そうしたストックのための貸付制度が変質したのは、リーマンショック以降の生活福祉資金改革によってであり、以降、生活福祉資金貸付は今日の特例貸付のような給付型のフローの生活保障を代替するものに変質した。こうした経緯やコロナ特例貸付等の実態を踏まえ、貸付型支援をストックではなくフローの保障に利用することの問題点も確認した。
