项目摘要

福祉政策研究においては、福祉政策における給付型資源配分と貸付型資源配分のあり方とその連携について考察を進めた。今年度は給付型資源配分について、日本・フランス・韓国のフードバンクによる食料給付に注目して調査した。生活保護制度や生活困窮者自立支援制度などの社会保障制度と、フードバンクによる食料供給の関係の確認したうえで、こうした関係を評価するために「食料への権利」「フード・セキュリティ」という観点を確認した。既存の先行研究では、「食料への権利」「フード・セキュリティ」の観点からのフードバンク評価は、所得保障の不備を弥縫するものとしての評価でしかなかった。しかし所得保障はフード・セキュリティの手段であることを考慮するならば、所得保障が機能不全を起こしフード・セキュリティにつながらない蓋然性について考慮する必要がある。当職は、アマルティア・センの潜在能力アプローチの考え方を参照しながら、フードバンクのような食料を直接供給する仕組みを、所得保障が機能不全に陥るとき必要とされる所得保障を補完する仕組みとして、評価した。福祉理論研究においては、一般的には対立するとされる（少なくとも両立しない場面が考えられる）貸付型資源配分のような長期スパンを視野に入れた生活保障理論と、給付型資源配分のような短期的な生活保障理論を両立させるための理論の構築を目指した。今年度はこれまでの研究をまとめて論文を発表することができた。当該論文では、デニス・マッカーリーの「いつの平等か」論を批判的に検討し、「生涯」単位で個人の状態を把握したり比較したりすることの重要性を毀損せずに、時間射程で個人の状態を把握したり比較したりすることの重要性を指摘した。また、福祉政策のなかで所得保障政策と福祉貸付・金融包摂政策の双方がともに重要な役割をもつことを、ロールズの財産所有制民主主義論に基づき説明する論考も別途発表予定である。
