本研究の目的は、定住性に立脚するのではなく、多様かつ複雑な移動性を包摂しうる教育制度・政策の在り方を明らかにすることである。この目的を達成するために、フランスと9カ国の出身国との二国間協定を基盤として1973年から現在まで行われている「出身言語・文化教育（Enseignement des langues et des cultures d'origine：以下、ELCO）」プログラムを分析の対象とし、国境を越えて移動する子どもの教育保障のひとつの方策として、受入国と出身国の二国間連携モデルを探る。ELCOプログラムとは、フランスの公立学校で週に1回、主に課外の時間に実施されている各国の言語や文化の教育である。その授業を担うのは、同プログラムの対象である9カ国が採用、派遣、給与を負担する外国人教員（ELCO教員）である。本年度は、感染症の影響により研究期間中一度も実施できていなかった現地調査を行った。現地調査では、関連する先行研究の収集とともに、「廃止」が示されたあとのELCOプログラムの実態を確認するひとつの手段として、特に小学校の学校審議会の議事録をいくつか入手した。また、昨年度の紀要論稿の延長線上として、ELCOプログラムの「廃止」にかかる議論に関して学会発表を行った。この「廃止」議論は、①「統合高等審議会」（HCI）、②「共和国におけるライシテ原則の適用に関する検討委員会」（スタジ委員会）、③「平等・市民性関係閣僚委員会」（CIEC）、④「マクロン大統領による反分離主義対策」という複数の主体により示されているものである。これらを対象とし、①同プログラムに見いだされる「問題」性、②「廃止」の具体案、および③解決の方向性の3点に着目して分析し、「廃止」案に見られる傾向や論点を整理するとともに、移民教育政策として開始されたELCOプログラムの「廃止」後の方向性を含めて検討した。

The purpose of this study is to clarify the direction of education system and policy. The purpose of the agreement was achieved in 1973. The country of origin of the nine countries was the basis for the agreement.(Enseignement des languages et des cultures d'origin: ELCO)"The analysis of the relationship between the two countries, the movement of borders, the protection of education, the exploration of the relationship between the receiving country and the country of origin. ELCO provides education on language and culture in all countries, including public schools, one day a week and one day after school. 9 countries adopt, dispatch, and burden foreign teachers (ELCO teachers). This year, the impact of infectious diseases was investigated in the middle of the study period. On-the-spot investigation was carried out on the collection of relevant preliminary studies, and the investigation was carried out on the means of confirming the status of ELCO review meetings in special primary schools. On the wiring board of yesterday's summary paper, ELCO's "stop" discussion is related to the organization's report. The following are some of the topics discussed: (1)"High Council for Integration"(HCI),(2)"Review Committee on the Application of the Principles of Equality in the Republic"(STEC),(3)"Cabinet Committee on Equality and Civic Relations"(CIEC),(4)"Anti-separatism Policy for the Chief Executive of the Republic" and (5)"Main Body". This paper analyzes the three aspects of the problem, the specific case of "stopping" and the orientation of the solution. The orientation of the case of "stopping" is discussed.
